Yulia Borisovna Sereda for many years was news editor for the internet portal Human Rights in Russia. Since 1989 she has been a member of the board, and deputy chair, of Ryazan Memorial. Since 2006 she has been a member of the board of the International Memorial Society. Yulia Sereda is a graduate of the Ryazan State Institute of Radio Technologies. She has worked as an engineer and as a computer programmer in Ryazan; as a correspondent for the independent newspaper Ryazansky Vestnik, and for the Ryazan city paper Vechernyaya Ryazan; as deputy editor-in-chief of the historical and human rights journal Charter; and as deputy to the editor-in-chief of the international journal Bulletin of Centres of Pluralism in Warsaw. In 1995 Julia was a participant in the work of the Observation Mission of Human Rights Organizations in the zone of armed conflict in Chechnya. Since 1996 she has been a member of the council of the Inter-regional Group of the Human Rights Network. She has received the Gold Medal of the Ministry of Culture and the Council for the Preservation of Monuments of Struggle and Martyrdom of the Republic of Poland.
