On 5 January 1930 a decree was issued by the Central Committee entitled ‘On the pace of collectivization and state assistance to collective-farm construction.’ The decree marked a turning point in the collectivisation of Soviet agriculture leading to the seizure of peasants’ property and subsequently to the liquidation of ‘kulaks’ as a class.
