On 31 December 1999 Boris Yeltsin (1931-2007) resigned as President of the Russian Federation. He had first been elected to that post on 10 July 1991. He appointed Vladimir Putin, until then prime minister, as acting President. Putin’s first decree was to provide for lifelong immunity from prosecution for Yeltsin.
